Are all new estates managed by management companies now?

    Or how does it work?

I thought they were only for apartments but was in a friends house recently (newish estate) and he mentioned his management fees.

Do the councils not take over estates anymore?

Councils are cutting back trying to push the cost of maintaining the estate ( green areas, roads; lighting etc.) back onto the owners.

It is a real negative to buying a new house when you know the council looks after the same things on neighbouring estates.

It depends on the council - a few request all estates to be managed but most do not.

The councils do not look after green areas in private estates that are taken in to council charge either, though. One cut a year, that's it.
