Hi I have an extension with a concrete flat roof 1950s, we think. Was thinking of attempting to brush off clean and dry as best I can then prime with something then paint with bitumen based paint to 2mm. Does this sound like a good plan?

Trouble is you need a dry day and I'm only there for the week.

Alternatively I'd pay an 'expert' to do it for me, can anyone reccomend a person?

This guy did a great job on my sisters roof that sounds like yours. He added 100mm of external insulating too, very good job
