Overflow pipe running

We have overflow pipes running form two tanks in the attic to under the eaves in our house which seem to be dropping water far more than would be expected.

What is the norm for overflow water running off through these pipes?
Its not constant for us - but seems to happen randomly and more often then should be the case - such that the patio below can get a bit filmy and slippery.

It seems like it might be a ballcock issue? Is there anything a willing, but completely green around the ears person could do to work out whether or not there is a serious issue - and possibly even to try and resolve?

    Thanks

The ball cock needs to be replaced. Normally a straight forward task, but can go horribly wrong if not done right.
