Non conformance with planning at pre sale

We just found out that the house we are in the process of buying did not comply with planning on some criteria, including

    1) windows (2 small ones missing at side of house)
    2) window material (pvc used - should have been timber)
    3) brick will should have been constructed along the front perimeter of the property

Q: Does this require a Planning for Retention application from the seller. We are thinking that there is no other resolve to this than such an application (which of course adds a 4 month min to this house sale)

    Thanks

Either complete the works or apply for retention and wait for a decision.
