Tax Identification Number for US - Shares

    I currently have shares from a previous employer who are based in the US. I am currently trying to go through the process of selling them. A recent letter stated I needed a TIN (Tax Identification Number) and without it 28% of any dividend or any transaction would be withheld.

    My question is how would I go about getting a TIN for the US, or is it possible for a non-resident? Any advice would be very helpful.
