Cutting Steerer Tube

I've already cut the steerer tub using a pipe cutter but I'd like to reduce the number of spaces above the stems as it blocks me from putting on my phone mount/gps. I've cut the tube to this point now but can I go any lower as I'd be cutting through the threaded section? HIGH RES LINK

You should be able to tap down the 'star spangled nut' (or whatever the proper name is) lower in the steerer tube. I've used a socket and a few gentle taps with a hammer in the past. This'll give you enough clearance to cut some more length off the steerer.
