Damp on wall

If anyone has any answers for the following I would really appreciate it .
A damp patch has started on 2 outside walls in my parents house this year . Insulation beads were pumped into walls in 2005 , and there's a concrete beam going all around the top of the house . Only this year has the issue started on the top of the walls , nasty black damp patches , so was wondering is ventilation the issue ?
    Thanks in advance

Have any modifications been done on the house recently, for example, a stove replacing an open hearth?
    Also any occupancy changes?
