3 Piece Suit Jacket

I just purchased a three piece suit and wondered what the rule is on the jacket. It's a two button jacket. Do you leave it open or close the top button? Just because of the waist-coat has me in doubt. Also, I generally wear a tie clip but I assume it's pointless with a three-piece? Cheers :)

Close the jacket (top button). Tie clip optional. Leave the bottom button of your waistcoat undone.

Close the top button of the jacket. Bottom button the waistcoat should be left open. Wear braces not a belt and don't bear a tie clip.
