Can a person who is forming a partnership apply for this scheme for the long term unemployed?

Have you asked the scheme administrators?

It's a revenue scheme, I have searched the web and rang numerous offices and cannot get anyone who can advise on the scheme not alone answer my question.

    Hi Duckett,

I think you are confusing the SURE scheme with the start up scheme the OP referred to.

The SURE scheme provides a refund on income tax paid for investment in a new business.

The start up scheme is for the long term
    Unemployed.

In order to avail of SURE you'd need to have paid income tax.

This is the scheme the OP is referring to

@myhen your local social welfare office should be able to tell you if it is possible or not, call them or drop in and ask. It is a revenue scheme but all the criteria for it is based on social welfare history.

There is no application process, you claim the relief on your tax return. It is an income tax scheme and the individual income of partners for income tax is generally treated the same as a sole trader. Only Revenue can give you a definitive answer, talk to your own tax office. You are entitled to the information and if this fails follow the complaints procedure outlined in the revenue customer charter. http://www.revenue.ie/en/about/custservice/customer-charter.html

    my mistake

is the back to work enterprise allowance relevant?

    http://www.welfare.ie/en/Pages/Enterprise-Allowance-Self-Employed.aspx

    Help starting a business:

In addition to income support (your weekly payment), you can also get financial support with the costs of setting up your business. These supports are provided under a scheme called the Enterprise Support Grant (ESG). (The ESG replaced the Technical Assistance and Training Scheme (TATS) from 16 April 2014.)

You can only get the ESG if you have been approved for the Back to Work Enterprise Allowance. The business plan you submit as part of your application for the scheme must set out the rationale and requirement for financial support. The ESG can pay a total of €2,500 in any 24-month period (The ESG is paid to people getting the Short-Term Enterprise Allowance on a pro-rata basis). You must be able to make a matching contribution of at least 20% to access grant support. You need to provide documentary evidence of the costs (quotations from at least 2 suppliers or, if a single supplier, the reasons for choosing a single supplier).
