my car was blocked by bikers in a roundabout.
I was taking 3rd exit. just after 2nd exit a biker blocked me.
He was wearing a skeleton mask.

Initially I thought it is Army and he was making way for some Army vehicle/person.

noticed other guys blocked entrance to roundabout too.
Then came around 25-30 bikers as a group.

The car behind me even honked on me without seeing whats ahead.

doesn't mind getting delayed for a couple of minutes for them.

But I was very uncomfortable on the gestures by the biker who blocked me as if he got an authority to block my right of way.
I am sure that they do this on all roundabounts.

are they legally allowed to do so?

If there is a bike blocking your entrance to the rooundabout, then you do not have the right of way. Not saying he is right to do that, but you must clear the obstacle with caution before you assume any right of way on the roundabout.

No, he has no particular right to block your progress, only Gardai can do that.

That said, it's probably easier to let them pass than to create havoc with 20/30 bikers and cars all in the RB at the same time.

People stop / block cars all the time when some tractor has to reverse out onto a road or similar. It's usually not a biggie.

i was blocked in the roundabout, not in entrance.

understood they are not doing anything illegal, technically.

    Short answer, No.

Long answer, depends. Some rallies for example are authorized by local Super's to stop traffic or block roads. But its all above board and on paper, usually on well sign posted back roads with posted detours etc.

Construction crew, school crossing people, and guards I think.

Unless you got the reg, and are willing to report it, and are willing to appear in court, nothing can be done.

I know a few bikers and have good time for most of them but some act really stupid on the road at times.

I was in Nenagh Tipperary a few weeks back and a group of bikers were coming through the town. Two of the bikers came up to a traffic light controlled junction and blocked the other traffic while the bikers proceeded through the red light.

Actually they can't. Only certain classes of persons are authorised to stop or direct traffic, and rally marshals are not one of them.

Where a rally has authorisation for closed roads, the roads will either be blocked by a physical barrier, or they will have Garda assistance to stop/direct traffic. Individual rally marshals will never lawfully block traffic using their vehicle.

There is a grey line where they may stand with their hand up. This is grey because in reality this is a simple request for you to stop and not a command. Anyone is permitted to ask you to stop your vehicle. If you don't want to stop, you can keep going.

Really what you want to do depends on how annoyed you are by it. You can make a complaint to the local Garda station. If you're accurate with the date and time of the incident, they should know what was going on at the time.
