replace wood floor with concrete

Wondering how much of a job this would be.
Current floorboards are rotten, got a damp expert to check the whole house and these boards. He said it hasn't spread, boards are in a front parlor room on ground floor and bordered by concrete.

The way the room is laid out there is a concrete border between the wooden floor boards and the interior walls on two sides. The boards on the other two sides touch the exterior front wall and the shared wall ( house is mid terrace ). Other odd feature is a line of concrete running through the middle of the room dividing the floor boards. When lifting the boards it appears as there is bitumen under them.
What would be the best way to approach this? Remove boards then liquid dpm, screed, concrete?
