I've come across this media piece from RTÉ today and it states that people have been allocated housing after three months!
So far this year 129 refugees have arrived in the country, 48 of them have now completed the programmes and have been moved to permanent accommodation in local authority housing in Thurles, Portlaoise, Killarney and Tralee.

I don't live in the areas listed. Anyone have a rough idea of how long social housing lists are in the four towns listed?

The refugees were housed in accommodation purchased specifically for them by the Dept of the Environment
Money was allocated by the Dept of Finance to Environment for this purpose
People on the housing list in say , Thurles, were not shoved back down the list to make room for the refugees
There are about 600 on the list in Thurles and you can check out the rent limits on www.citizensinformation.ie and then corollate that with the availability of suitable housing in the town on daft.ie
Tipperay is currently one of the counties operating the HAP scheme
