Hot water/Room temperature

    The water in our apartment doesn't seem to heat up much, there's a little dial above the box for setting hot water/central heating and it goes up in degrees, 20, 25, 30.. I think this is what we need to set the hot water but my house mate disagrees and says its solely for room temp.

    Anyone know which is right?

    If the dial only goes up to about 25, 30 degrees then it sounds like room temps, water temps would be able to go much higher e.g. 55,60. How is the water heated, gas or electricity?
