I'd say your best bet would be to ask around for a reliable instructor in your area, and then approach them and ask for a good deal, to include a pre-test and the use of his car (I think this is usually priced the same way as a lesson).

I think lessons usually go for about €40-50 each if you were to buy them individually. The theory test is about €35 (can't remember off the top of my head but it's easily googled!) and the actual test itself is more, again not to be smart but the price will be easily found online!

It's a deadly idea for a present by the way, really thoughtful and he'll definitely be chuffed with it.

If you're buying in bulk like you are you can get 12 lessons for as little as €290 + Theory €35.

Well from looking at iDrive's prices (the instructor I used), the prices are €325 for the 12 lessons, and if you were being generous, an extra €55 for the pretest. If you were overly generous again, it's €90 for the car for the test itself (including an hour's lesson).

Then I think the theory test itself is about €45? (could be wrong there).

So for the 12 lessons and the theory test you'd be looking at 325 + 45 = 370.

If you went the whole way and got theory test, 12 lessons, pre-test and car for test, you'd be looking at €515.

That said, I'm sure that they can cover some of it themselves. The 12 lessons alone would be exceptionally generous in my opinion. It ain't a cheap process. Also, without trying to sound rude, does the 18 year old actually want to learn to drive yet? or are you just doing it for the sake of giving it as a gift?

Reason I say it is that if they can't afford the €500 or so, then they're very unlikely to be able to afford to actually run a car. My brother was paying €3,200 on insurance on a Saxo. He lasted a year and then decided that maybe he'll look into it when he's a tad older or actually needs a car for something. Motoring is prohibitively expensive at that age. :(

EDIT: as an aside, I passed the test first time using iDrive.

I would prefer to buy vouchers that could be used with a variety of instructors as if you get stuck with one you don't like it would be handy to be able to change.

    Theory test is €45.
    Learner Permit is €35.
Typical EDT lesson is between €35 - €40.
Usually a discount if you buy all in one. Local instructor has 12 EDT lessons for €360.
    Pre-Test is about €60ish.
    Test itself is €85.
Instructors car for the test is circa €80.
    Driving licence €55.

    Total of €720.

Could vary a lot depending on the instructor. I'd be weary getting all 12 lessons in one go, in case a dispute or quarrel were to occur mid lessons.

Aviva do a deal for customers of theirs too that includes 6 months as a named driver. So something to think about if any of you are insured with aviva.

I don't know if they are good at lessons or not.
