2001 A4(B6), no turbo and very hard to start

    Hi
    I have a 2001 B6 with a 1.9tdi engine, mileage is 170000miles.
    The car was running very well with excellent pull from turbo up to a month ago.
    The car got water on relays (incl fuel pump relay) but I was told ecu was undamaged.
    Had a number of relays replaced and the car drove fine for a week when the oil return pipe from the turbo to the oil filter blew out.
    Had the pipe replaced and was told no damage to the engine.
    Unfortunately the car is now not starting and whenever it does I've no turbo, will stutter and cut out whenever I let the revs drop and I've noticed my brakes are becoming stiff even when the car is running.
    I've had the fuel pump changed but no difference.
    At this point I've decided to try solve this problem myself as garages don't seem to have the patience to find the cause.
    I've have a fair understanding of the cars systems so might as well start becoming practical.
    The fact the have brakes are not working correctly and I've no turbo has me inclined to look at the vacuum pump at the back of the engine, would there be a reason if this vacuum pump was malfunctioning it would then relay on a signal from the turbo to the injectors?
    I will also investigate the crankshaft position sensor and the air flow mass sensor.
    Sorry for the essay just thought the back story may help shed some light.
    If anyone could give me a bit of guidance or advice I would be very grateful.

    Update:
    Car started first time today and had good pull through the turbo.
    Only drove it 3miles just incase but I think it has to be a problem with a sensor or something else instead of the turbo or fuel pump.

    Ive an 02 1.9TDI A4

    Replaced the Vacuum pump last year as the brakes were hard and I can confirm it didn't effect the turbo/injector so I don't think those two issues are related.

    I suffered something similar on my B6.
    Long story short....
    Mechanic thought it was the vacuum pump which but I ended up changing ALL the hoses to and from the turbo and air intake etc with silicone hoses. Huge difference in braking and turbo.
    On of the original hoses must have had a small hole.
