Dealer discretion re APR

A recent thread on 0 per cent finance and listening to ads about the various low interest rates dealers are offering on new cars got me wondering. Do dealers have any discretion on what rate they offer?
If you are a good customer etc or they are keen to deal can they give you a lower rate than they initially offer?
Anybody any experience in this regard?

Usually have some room on a used car if it's Hire Purchase, new car deals on PCP and Hire Purchase would have little to no room.
