Refused carers allowance

For 5 years, i have been suffering with spinal injuries resulting in severe mobility problems and terrible chronic pain. I had to move home with my mum. In September i finally realised that things are never going to get any better and my mum applied for carers allowance for taking care of me. Last week we got a letter turning us down because they do not think i require full time care. Most days i can only walk about 20 steps, i have to be helped out of bed, helped shower, help get dressed, help with food, shopping, cleaning, even on my rare good days i still need help doing absolutely everything, i have to be accompanied everywhere. I estimated the help my mum gives me at 35 hours a week. But since i got the refusal letter i worked out the hours exactly, i timed everything. And it actually works out at just over 50 hours.

Does anyone know what the required amount of hours is? Is 50 hours even enough? My mum is nearly 70 and i hate seeing her look after me so much without any financial reward apart from what i can afford to give her.
