What's causing the stain? Leak from shower/bath? Is it fixed?

you need to find out what's causing the stain. if there's a leak, wouldn't it better to sort it before laying carpet.

If you are sure that the leak is sorted then you need to give it a few coats of oil based paint. This will stop the stain showing through

Thanks for responding. The leak/stains were caused by the builder when he was taking out the galvanised water tank and replacing with a plastic one. so there shouldn't be anymore leaks. a friend says that the stains should reduce in time as the ceiling drys out, but i don't know if this is true, sounds a bit wishful to me... oil based paint... will try this on a patch of it and see if it works, will give it a couple of coats and see. The plasterwork all seems to be fine which is something at least.

stain blocker is oil based of course which as i have said has not prevented stain coming through sadly.

It's designed for precisely this. Is the stain fully dry ?

You have to let the stain dry out fully before painting over. I usually use white undercoat and then paint over with ceiling paint/white emulsion. Don't bother painting until its dry.

As previously stated, if the root cause of the stain has been fixed and the ceiling is dry, then stain block such as Zinnser will sort it. Otherwise, there is no magic remedy.
