Missing DPC in an apartment

    Recently Ive bought a ground floor apartment, I have few issues with damp and condensation. The engineer confirmed that there is no DPC installed at the back door and there is no weather bar installed either. My timber floor got damaged due to water leaking in from the outside. Now my question is it my responsibility to fix missing DPC or should the management company be responsible? My understanding it is faulty contraction of the building if DPC was not installed and I do not own the walls of the apartament but only the inside ipf it , should be management company fixed the issue and repairing my floors too?
