Rental Car Damage ~ Hypothetical

Recently rented a car and their was quite a lot of minor damage noted on the contract, no problem there. It's possible some renter in the past may have been charged through their excess or insurance for the damage.

Hypothetically ~ If you were to rent a car and damage it by scratching/denting or similar and are charged by the hire company on return for the damage, are the company obliged to repair the damage?

No. They accumulate the damage and fix it when it suits having charged a goodly sum to each customer.

No. It's their car. They can repair it or not as they please.

(As long, of course, as the damage doesn't make it unfit for driving. Minor dents, scratches to the paintwork, etc - no problem. But a busted light or a non-functioning door lock or something of that kind would have to be repaired before they rent it out again.)

Somewhat related but it is very difficult to identify all damages when accepting a car for rental in a dimly lit lot.
Recently only noticed large cig burns on a car seat while renting in US, the day after pick up.
Left me a little anxious for a few weeks after when checking my credit card account.
My gut is telling me that the business model of very cheap rentals leaves one at more of a risk of rental co. topping them up elsewhere.
