Parking fine

was in a cafe in grand canal dock, parked in a taxi rank outside. noticed a Dublin bikes worker take a picture of my car parked in the taxi rank. my friend said Jcdacaux control parking there. could he have been taking the picture to send me a parking fine? as far as i was aware it was only clamping in operation
