Tractor arms stuck

The two arms on the back of my fiat 70 90 are stuck in the upright position. The lever is loose and there does not seem like there is an external problem. There is a button above the lever which can be used to lock the arms but it is not engaged.
I had my mechanic look at it yesterday, he said he would research it and get back to me. Has anyone had this problem before.

Surely the mechanic checked the linkages under the cab floor. I know little of fiat tractors but the tl series new hollands are fiat based and I have seen this happen with a couple of them.

There is a lever on the back of the tl here that adjusts the speed of the lift and if it is adjusted all the way back the lift stops. The levers and linkages all still move. Is there one of these on the back end of a 70/90? As you look at the back end of the tl it is on the right afair. After that I know no more. Hope you get her sorted.

Is the "click clack" switch up at the top of the right hand mudguard (beside your right elbow) working? It's cable operated. Is its cable seized?
Get someone to operate both these switches and the two lift levers while you observe what is happening under the cab. You should see the linkages moving freely.

What pick up hitch have you? Are the rods from the lift arms down to the hitch moving freely? A seized one could prop up the lift arms.

There is usually a "rate or drop" knob on the floor in front of the seat. Is it move able?

Finally, how rusty is your cab? Not unknown for the cab mountings to break their way up into the cab chassis, letting the cab sink down a bit, altering the lever movement range.

I would also recommend looking at that knob in the floor of the cab in front of the seat. Is it turned up to the max?

Just thought I'd update this. There was nothing external wrong with the tractor. The tractor had to be taken away and opened up. An internal plate had broken and caused mayhem. It has now been returned to me and I used it to tonight to feed out the first bale of winter.

    Thanks for the replies.
