If someone is sending me 40€ for something they are buying from me and I want them to pay any fees, how much should they send me ?

The should send you €41.77 - this is a handy calculator for that : https://salecalc.com/paypal?p=40&e=3.4&f=0.35&l=ie&r=0&m=2&c=0

When a buyer has lodged money to my PayPal account can they withdraw it again after I've withdrawn it to my bank account? (As this takes 1-2 days according to PayPal) IE is it safe to ship once I've withdrawn the funds to my account ? Cheers

No they can't 'withdraw' it again, but they can raise a dispute, which may put a freeze on your account, but shouldn't affect any transfers in progress.

Whatever you are sending, used a tracked service, so you can show proof of delivery shoudl you need to later
