    Is there a way to access house plans and specs for house that was built in 1978/1979 or to find out who the architect was?

    Your best bet is to find the original planning permission for the house. Some local authorities have these on line but for planning files that old many don't.

    You'll probably have to go to the planning office in person and point to the site on a map and then order the planning file from storage.

    Of course it's not guaranteed that there is a planning file or that the local authority still have a copy of it or for that matter that the planning application was lodged by the architect that designed it.

    Also the full spec for the house was not required for planning so you may not get much of that info on the file. Unless the owner, architect or builder has kept construction drawings/specs you might be out of luck on that front.
