Another Right of way question

    I`m considering buying a plot of ex-development land (nama land).
    The land is between a housing estate and the town.
    The land registry map shows the land goes all the way to the edge of the road.
    At the road edge of land, about 5 meters into the plot the residences of the housing estate have walked along there and have formed a rough footpath that joins onto the council footpath at the end of the land.
    If I purchase the plot am I legally entitled to block off access, and reform the boundary up-to the edge of the road?
    Can i force the council to put in a proper footpath and entrance for me?
    Can I put in a concrete footpath and entrance myself?
    Basically I would like to know my options here.

    These are all questions for your solicitor, only they can answer them. If you are serious about the purchase you'll have instructed one.
