Commercial / Office Air Conditioning - is this normal?

    I work in an office which is completely open-plan and can accommodate approx 20 people.

    Ever since the air-conditioning system has been installed there have been issues with it blowing very cold air directly onto some people and very hot at other times.

    We recently discovered the system has 4 completely independent air -conditioning units, which have no knowledge of one another - all acting in the same open-plan space - i.e. one could be heating while the other is cooling - and these vents could be 4 feet from each other.

    So the question is - is this normal in an open plan office? It seems wasteful to me from an energy point of view, and is the main cause of one unit blowing very cold for long periods while the adjacent one blows hot - causing much discomfort.
