According to a friend who buys vintage stuff from the US An Post try to pull a fast one all the time by looking for VAT on items where it's already paid.

    and

It's Pitney Bowes in the USA who handle this I believe. I have read that on rare occasions there have been attempts by the delivering agent to collect the charges again, Pitney Bowes have either refunded or instructed the delivery company that the charges have been paid.

    So is this true?

From what I am seeing Pitney Bowes is also a bit of a scam, so not sure who to trust here

An Post only collect on behalf of the revenue commissioners and if the sender has not done a special registration agreement with revenue where they make a bulk declaration, then the issue is with the sender.

If they have the issue is with Revenue/Customs.
