A no claims bonus is not a legal document, it is a marketing and rating tool used by insurers. No insurer is obliged to accept it either within the country of issue or outside

Try one of the larger Motor Insurance Brokers, they should have access to all the various underwriters!

Both my wife and I used IE no-claims in UK without issues back in 2012.

From memory I think mine was Liberty->Markerstudy and herself's was Tesco->RSA.

How to get a ROI NCB accepted in UK with zero hassle:

Don't tell them your NCB is non-UK. Get the quote and send it in, they can always reject it if they want (very unlikely), most of the rejections are because the staff immediately say no because they do not know that it is acceptable and just assume anything non-Brit is no good.

I took my NCB over without much issue.
