Why were so many people registered as "the occupier"

Why is it that many people, including myself and my neighbours, who registered with irish water find themselves unable to change account details online as they are not the registered account holder? Also now we come to the water grant being issued we find that our details have not been updated to include our names so we haven't got a grant letter issued. There are many very unhappy people that were perfectly willing to pay this charge who are now feeling very upset and angry with this disaster of a system. Why has nobody in Irish water come out today and stated because they've got this wrong the deadline to apply for the grant has been pushed back? would that not be the most sensible course of action? Is there no dialogue between the government and irish water? To be honest it does not take the brains of a archbishop to do this now does it, one wonders if there is an ulterior motive?
