M11 - Fixed cameras on M11 near Gorey

As you drive south on the M11 just south of the Gorey exit there are 3 fixed cameras mounted on the left hand side of the road. What are these for? They are pointing right down the road both south and north facing.

They're High Speed Weigh in motion cameras used by the NRA to track the number of vehicle axles passing.....the info is contained about 9 pages into the linked document above....
