I got my first learner's permit back in 2009valid till 2011. Never actually bothered getting insurance or a car after I got it.

Only renewed it last month and getting a car now. When looking for a qoutes online how long do I actually say I've heald the licence? I haven't previously held insurance

You can really only say that you have held it for a month.
A provisional (learner permit) is not the same as a full licence.....once it expires it is gone, so you have held your learner's permit since last month.

That's incorrect. You have an entitlement to a learner permit since 2009. If you look at your learner permit the 2009 date will be on it.

Makes not a jot of difference to the price when you dont have any NCB.

The answer to how long you held a licence or learner permit = 2 years.
While it won't matter to the price if you said 3 years it could matter if you entered a policy on the basis that information given was inaccurate.

Does that mean that learner permit doesn't need to be renewed within it's validity date?

F.e. I have learner permit issued in December 2013 valid for 2 years - expires Dec 2015.

If I don't renew it, but f.e. decide to renew in July 2017, will this be as simple as just paying €35 for renewal and having it for another 2 years, or are there any other implications?

Yes. You can renew anytime within 5 years of expiry but if it's your 3rd or subsequent permit there is an extra requirement that you either sat a test within the previous 2 years or have one booked.
If it's lapsed more than 5 years you're back to being a new applicant.
