Changing job from NI Civil Service to CS in South

    Hi,

    I have worked in the Civil Service in Northern Ireland for over 2.5 years and I am now under consideration for a position (awaiting Garda vetting) in the civil service in the south. The position I worked at and the one I'm under consideration for are at an equivalent grade (inspector) & in the same area of work, I am wondering does my work & experience in the north count towards incremental credit.

    The information booklet for the post in the south stated that entry will be at the minimum point of the scale, but it also said that different pay & conditions may apply if prior to appointment the appointee is already a serving civil or public servant. Would this include the NI Civil Service? Does anyone have experience of a situation similar to this?

    I wouldn't think it would include NI Civil Service tbh. Public Servants, HSE staff etc in the south don't automatically gain incremental credit. Also even those serving in an equivalent grade in the CS in recent open competitions don't gain incremental credit automatically either.

    There might be an obscure section in the good Friday agreement that might help. In terms of movement between cs north and south. No harm to try the north south council either.

    Thank you for your replies.

    I know I'm possibly clutching at straws with getting incremental credit especially when you say it's nearly impossible for people working in the southern civil service already. I'll have a look at the Good Friday Agreement I have nothing to lose at this stage!

    It's not automatic - but I thought you could apply for it, and it would be granted so long as your overseas PS experience was in the EU.

    This only applies for eo and co grades... And certain tax grades.

    4.2 Incremental Credit
    There are incremental credit agreements in place, for certain entry level grades in the
    Civil Service, which provide for the granting of incremental credit for previous service
    to officers who have previously been employed in the Public Service in Ireland or an
    equivalent body in the EU in a relevant grade.
    For an update on the latest agreements refer to the personnel code website: ( http://
    www.personnelcode.gov.ie ). Current circulars are:
    Circular 21/04 Agreement on incremental credit for previous service for entry levels
    at Clerical Officer, Executive Officer, or equivalent grades represented by the Civil
    and Public Services Union (CPSU) and Public Services Executive Union (PSEU);
    Circular 16/05 Agreement on incremental credit for previous service for entry levels
    at Services Officer or Services Attendant, or equivalent grades represented by the
    Federated Union of Government Employees (FUGE);
    Circular 6/06 Agreement on incremental credit for previous service for entry levels at
    Tax Officer and Higher Tax Officer grades represented by Irish Municipal Public and
    Civil Trade Union (IMPACT);
    Circular 40/07 Agreement on incremental credit for previous service for certain entry
    level grades represented by Irish Municipal Public and Civil Trade Union (IMPACT).

    In my own experience it didn't count, but that was 5 years ago and things may have changed since.

    AFAIK, you need 3 years service in the CS to get incremental credit. I moved from CS to PS, 2.5 years service, no incremental credit :(
