semi dry stone wall

Im going to build a 1.4m high semi dry double sided wall but I'm tight for space and have a few questions.

I know that when building a dry stone wall, the top of the wall has to be half of the distance of the bottom and battered(slopped in) but wanting to know does this have to be the case if I'm using sand and cement with hearting (small stones)

I'm wanting to get away with 500mm from top to bottom without a slope filled with sand and cement in all void areas. Is this a viable option or will I need more thickness for this size of wall.
