I'd imagine a breaker would take it same as any other.
Surely they can issue cert based on uk reg.

Yes it can, but you or the breaker if you sell it to one, could still be liable for the vrt

I've seen a few UK reg cars in scrap yards so it's safe to assume it's possible.

A parts/non runner can't be VRT'd.
