Google Car History Checker or Reg Checker. Loads out there, similar to the Irish checkers with some doing both Irish and UK plate history's, although most require a payment if you want detailed info.

Both Cartell (http://www.cartell.ie/) and MotorCheck (http://www.motorcheck.ie/) allow UK reg. no's, but you'll have to pony up for that kind of info, the free check basically confirms what make / model / colour it is and a few other bits n pieces.
