Switching mortgage

    Hi
    I recently got a mortgage from BOI (3 year fixed at 4% interest rate). I got 1% stamp duty back. And of course one week after BOI changed the stamp duty back to 2% and interest rate to 3.6%. I presume I'm tied into BOI for a certain time. Just looking to know at what time can I switch mortgage provider.
