sole trader tax / expense questions

IT contracter, sole trader. A few tax / expenses related questions....

    1. Is there any rule of thumb or threshold below which you can write items off rather than have to depreciate them... for example last month i bought a scanner that cost less than €100... (it seems daft to be depreciating it by 12.5% over 8 years).

    2. Because of my work, i'm regularly upgrading my computer / laptop / phone / tablet... the average lifespan of said devices may be less than 2 years... if i no longer use the device and end up selling it, how do i handle depreciation on it? i.e. if a laptop costs €1000 and i sell it after 1 year for €600, do i write €400 off as depreciation and declare the €600 as sales?

    3. Can i top up an account with a hosting provider with let's say €1,000 worth of credit and put it all down as an expense this year (even though i may only actually use ~€300/year?).

    4. Hypothetically, could I create a website about politics (with a view to generating ad revenue from it), pay for content generation / advertising and add those fees as an expense?
