Max Handicap Increase

Lads. I always thought the max increase in a given year was 2 whole shots. But a guy in our club won a comp playing off 5 in March and yesterday won again playing off 8. Am I missing something here,have I counted the shots back incorrectly? (5.4-7.5).

Maximum 2 from his starting handicap isn't it? He could have started the year at 6
