Improve heating

Im looking to see what upgrades can be made to a heating system,
its for an older relative to give them some easier control on heat and cost.
At the moment the place is mostly too hot with no control to turn off when a desired temperature is reached and no control over limiting the hot water when a set temperature is reached.

Its gas heating which turns on by digital timer, initiallyI suggested they get the system zoned with a 2 channel programmer, heating and hotwater.

However after having a look at it and with them saying they dont want the place torn apart, because they have redecorated and dont want it stripped down, but also because of them not wanting the hassle of it, more so than the cost even.
I think they might be better with something else, even if its not as efficient as a completely correct zoned system.
The thing is the heating system is an upgrade from a solid fuel system from years ago, so it was adapted and as a result there looks to be pipes tee'd off before the hot water reaches the hotpress, It appears every rad is tee'd off before reaching the hotpress where its tee'd off for the hot water, thats based on what can be seen.

I'm trying to figure if they might get some control over the hotwater, the heating is too all over the place to re do pipework, Ive suggested they get TRV's which seems acceptable to them, but Im wondering if a mechanical thermostatic cylinder valve to manage the hot water is ok? I was thinking they could still get a 2 port valve on there as that is accessible (in the hotpress as wiring that would be accessible). Doing that would mean hot water calling would turn on the heating but probably only in the room with a rad without a TRV (ie if even a stat could be used there to make demands for actual space heating).
It sounds messy, and its a shame that all the pipes feeding the rads weren't at a central point like the hotpress

    Recommendations?

edit, I noticed also that there is an old adjustable valve at the input to the tank, it seems it is an old pressure relief valve, there is an over flow pipe at the boiler now so the old valve seems defunct and maybe a potential problem as if it went, it would seem to leak any contents into the hotpress? I think a thermostatic valve fitted here might be the best interim solution but they are reluctant to get much if anything done even though Ive tried to persuade them of the benefits of at least a room stat.
