OP, walk from O'Connell Street up Grafton Street and get the Luas to Dundrum. A cab will be dear plus a return trip plus it's a busy taxi day given the All Ireland Semi Final is on.

It will drop you off at Dundrum or Balally stops, both of which are a little bit away but not too far. Seeing as you mention a wheelchair, Balally is probably the better option as it is closer to the shopping centre whereas Dundrum stop means a walk up a hill. Another alternative is the 44 bus; it's not regular but it's direct from the city (It does through O'Connell Street plus it stops outside the centre.

Does your friend require a wheelchair cab or will a saloon suffice?

You can also get the number 14 bus from near connolly station Luas stop, stop #4415 or on Eden Quay/Marlborough St. stop #301. Get off at stop #4486 on Ballinteer Rd and the entrance to Dundrum centre at Hamleys of London is just a short walk and across the street.
