Handbrake test for NCT??

I have a 1.0l 00 VW polo and it's due test Friday week. I'm not sure whether the handbrake will past the test though as it goes up 12 clicks and doesn't properly start works by until the 12th click. Could anyone fill me in on whether this would pass or not and what I can do

Definitely won't pass. You should try adjusting the handbrake adjustment nut. It should be underneath the covers of the handbrake or could be accessed through a little square plastic cover. That should make it engage earlier but I'm not sure if the shoes are worn.

If it needs 12 clicks, the shoes inside the wheels need to adjusted first before the lever is adjusted as it's far too much travel.
