Like, you live in the US and want USPS to redirect your mail to Ireland after you move?
It's not in the main info, but the FAQ here: http://faq.usps.com/ has an entry for "Change of Address - General Information"
Which has this part about international moves:
How do I file a Change of Address for an international address?
You cannot submit a Change of Address online for an international address.
If you are moving to an International address outside of the United States, you will need to fill out the same Change of Address (COA) form (PS Form 3575) that is filed for a domestic move at your local Post Office™.
If you forget to submit a COA prior to moving to an International address, you can write a letter to the old and new Post Office facilities explaining the situation.
Provide direction on how/where you need mail forwarded.
The letter should include the following: name – first, middle, and last – old address, new address, perm or temp, individual, family or business, start date and end date (if temporary).
    Address the letter:
    Postmaster
Name of the city, state, ZIP Code
Please Note: If you are filing a Change of Address from another country to the United States, you will need to contact the postal service of the country you are moving from.

If you're looking for a forwarding address and don't already live in the US, you'd need to use a third party like https://www.shipito.com/ [I do not know if they're any good, just that the service exists]
