Strimmer cutting out.

I have a Shindaiwa SM35 (same as a C35) and it keeps cutting out.
When it does, I have to re-prime it and it runs again for a while. it doesn't seem to be sucking up the fuel from the tank.
I got a new fuel line and a new carburettor for it, so every part of the entire fuel system has been replaced.
If it was a car, I would say fuel pump, but it hasn't got a pump, other than the primer bulb.
My questions are, how does it possibly suck up fuel from the tank without a pump? And what could cause it to not do that? It seems to get worse when i try it in the garage and I leave off the fuel cap, which makes no sense.
Here's a link to the service manual, I am currently trying to make sense of it.

And to answer myself, I may have found it:
During operation, the fuel pump diaphragm
    responds to crankcase pressure pulses
generated by the engine’s moving piston.

My strimmer has baffled me and about 3-4 repair shops for a few years now, it never ran right.
