Reducing noise of fire door with padding

Many apartment blocks have fire doors. These doors are
self-closing, and they generally close with a heavy impact
and a loud noise. If someone were to attach padding to the
door frame, in order to soften the impact, would that
contravene any regulations? Would it affect the block's
    insurance policy?

Yes. Fire doors are designed to seal the area from smoke for a certain time in the event of fire. You should never interfere with them. Just close them properly and don't let them bang. Maybe the management company could erect signs to ask people to be considerate

Generally, with a self-closing door, the only way to get it to close quietly is to brace it with one's arm as it closes, a process which takes several seconds, and which many people would not have the patience for, especially if they often pass through the door in question.

The spring needs to be adjusted for a more controlled closer. The management company should be able to fix it fairly handy.
