National reserve

    When will applicants for entitlements under BPS know how much they are going to get?

    The data is all on the system at this stage so surely it's just a matter of running a simple program..


    Young farmers was heavily oversubscribed I'd say so it would be interesting to see the numbers.

    Could b a while yet. Last i heard dafm were writing to applications who didn't fully furnish supporting documentation.

    Yep, I had to give clarification on something earlier this week so they are only processing them right now.

    I know they have a lot to get through, but its impossible to plan ahead when you have no idea how much you will get, but I would have though that they could give an update on whether the national average per hectare has come in at the range they were expecting. I did hear that even if your successful, you mightn't see any NR or Scottish derogation money until December.

    Had to send in a new birth cert myself so say it will be another couple of months.

    yes, the bank think im making it up, but its really embarrassing trying to run a business and no idea what coming in in next 6 months,

    and tams2 being targeted at the recipients of this whopper scheme...who won't know if they got in or not. well done dept!
    If i was a cynic i'd think there might be a political agenda for getting all this done so hastily

    Figures show more than 870 people applied to join the new Organic Farming Scheme, with over 58pc of the 46,000ha due to be brought into organic production for the first time.

    That's from the Indo on the seventeenth of June. They were trumpeting the success of the new scheme.

    They have similar data to hand on the other schemes so why not just state that, for example , there were four thousand applicants , there is twenty four million quid to divvy up ,

    so lads its six thousand quid each on BPS on average and then the young farmer top up.
    The few they exclude on technicalities won't change the overall picture

    young farmer was 3k flat iirc and the national reserve pot then to be the national average payment per ha.

    You are right, but there was a limited amount of new entitlments on offer and it was never made clear what would happen if the amount applied for exceeded the amount available.
    I am sure the 3k is secure as the young farmer top up, but I don't think people will get all the entitlements that they applied for,
    or else they won't be paid at the national average.

    Minister for Agriculture, Food and the Marine (Deputy Simon Coveney): Information on Simon Coveney Zoom on Simon Coveney Under the EU Regulations governing the establishment of the National Reserve, Member States can use up to 3% of the financial ceiling allocated to the Basic Payment Scheme to establish a National Reserve. I decided to opt for the 3% maximum available in order to provide a National Reserve fund of €24.79 million in 2015. The closing date for receipt of applications under the two priority categories of Young Farmer and New Entrant of the National Reserve is 31 March 2015 and the closing date for receipt of applications under the 2nd phase of the National Reserve will be 15 May 2015. It is not possible to estimate the total cost of applications under the National Reserve until after that date. In the event that the National Reserve is oversubscribed, my Department will examine the options available under the relevant EU Regulations.

    I'll have a lash at the press release to announce the bad news...


    "Unprecedented demand for National Reserve a great sign for the future says Coveney"

    Commenting on the announcement by the Department that demand for National Reserve was three times oversubscribed, Minister Simon Coveney expressed his delight at the level of interest in young people getting involved in Agriculture.
    . "It was always going to be difficult to gauge the level of uptake before launching the scheme, and although we do not have the resources to distribute that we would like to meet the demand, we are confident that the additional entitlements, together with the range of other new schemes would go a long way to incentivizing young people to get involved in the industry.
    " No one is more disappointed than me at the fact that we are limited to what we can share out ,but the method of distribution chosen , the rich getting richer and the poor very slightly richer is the time honoured way we do things, and its the way advocated by all stakeholders in the industry the Minister concluded.

    Then they wanted p60 again
    Then it was form 11 or something like that. And then they wanted the birthcert again. I rang up after that and they just fobbed me off saying everything wasn't uploaded. Anyway they said payments will be December

    Target for young farmers and new entrants payment is 1 December apparently, but that leaves young farmers at a disadvantage as all other farmers will be getting their 70% advance in October, but YF's are left with nothing until December. I think they should be telling lads whether they have been passed as successful or still in progress or unsuccessful as soon as possible, and how much they can expect to get or an estimate of how much, instead of leaving lads hanging on and telling them nothing. The timing is not great for NR applicants either because you are running into Christmas period and if your not successful- good luck with trying to get someone to deal with you then, and have a unhappy Christmas !

    Presumably the Scottish Derogation applications are included in that?

    If that €30 / ha doesn't come good the OH is going to have to call off netjets and fly commercial this Christmas.

    i got my bps money on agfood , paid on last years area and entitlements, so no allowance made for national reserve or yfs

    The portion that's allocated as part of the national reserve and young farmer top up will be paid by separately in December as Larry said above.

    Applicants to the nat res/ YFS will get a letter late October early November informing them if they have been accepted to the scheme or not.

    The EU are now saying that anybody that has signed up to do the Green Cert in order to qualify for the National reserve/Young Farmer top up now has to have their course started before the end of 2015 :eek:

    It is in the news section of the journal online.

    The department's deadline to have started was originally Sep 2016 but the EU said it has to be started in 2015 to comply with the requirements of the schemes.

    Another good job by the department. That is roughly 4000 people who will need to get to a classroom in the next 5+ weeks :(

    Theres a catch all clause in the Terms and conditions which says "5.10 Review of Terms and Conditions/Procedures
    The Minister reserves the right to alter the terms and conditions and procedures of the Schemes at
    any time. The decision of the Minister on any matter relating to these schemes shall be final."

    I suspect this may be used to make the change to the conditions. I always suspected there was something wrong in this scheme which was preventing it being trotted out as a good news story at the ploughing, and now we have it. This looks like a very big mess.

    Indepndent today says that Dept will allocate places by end of this year but that 2015 is the cut off. God help you if you but off applyng casue yo uthought you were safe till enf of 2016

    My neighbor's young lad got his green cert course start date from Teagasc for Dec 8th in the Teagasc Roscommon offices.
    He has to pay €250 deposit.
    It then starts properly in early spring.
    Teagasc wants to see the letter the department sent informing him to start the green cert before end of 2015 along with other forms + passport photo's.

    Is the Greencert Agriculture Level 6 part time course, equivalent to the greencert as offered by Teagasc
