failing the Eurostat test, and poor compliance of payment.

    After the news that Irish Water has failed the Eurostat test, and the dismal compliance figures that have paid their bills (43%)
    do irish water have any "plan B" in place, should the entity or the charges be scrapped?

    Will any of the 43% that have paid receive a refund?

    Little details like this are important for people deciding to pay the next (or indeed the first) bill.

    The main concern from Eurostat is that Irish Water is not getting enough funding from its customers and too much from the State.

    Scrapping the charges would not exactly help with that. I'd say they'll stick to plan A (and it will eventually succeed, same as the LPT) but the government has instructed them not to go after bad payers before the next election.
