Which Visa?

I am a bit lost on where to start looking about moving to Canada. I cant find any information on what type of visa I should be looking to apply for. I am a fire engineer with 3 years experience working in New Zealand. I have a wife and 4 kids to bring with me. I have no job offer in Canada. (yet). Realistically it will be 18 months minimum before we could move.
Can anyone point me in the right direction of where to start. I find the cic.ga.ca website not to be very informative at this point but maybe I am not understanding the process correctly yet.

Have you done the Come to Canada questionnaire?

Yes, I keep getting told I'm not eligible for express entry as I have not taken an english language test. Trail runs dry from there.

Just fill it in as if you have done the English test - they don't look for proof until you actually submit for the visa.

It asked for results etc so I just left it. Do I just say I aced all the english tests?

Tried that but I still get told I cant apply for express entry. It says try the come to Canada wizard but I cant find this either.

The main ways that I looked into to get here were the IEC working holiday visa, LMIA (sponsored by an employer, permanent residency (via express entry), and provincial nomination. There are other routes but I'm not familiar with (family sponsorship and pilot scheme but I think that's now gone)

We took the iec route - it's a 2 year visa but you must be under 36. If you wife plans to work she can apply for one also and you can get visitor or study permits for your kids. Then if you decide it's for you and you qualify for permanent residency you can go through one of the PR routes.

    Try http://onlineservices-servicesenligne.cic.gc.ca/eapp/eapp.do;jsessionid=1C943D5462EC4F9C58C4F167831CECB7

Answer it a few different ways and see what it suggests... 'Move there' and 'work' can bing you up different options.

Im still getting nowhere. My job is not one of the options for the questions at the end. They all relate to trades and not engineering or other qualifications. Is this where I am failing? No point in me lying at this stage as that will affect my options.

Do you want to move permanently or just temporarily?

If temporarily, all you need is a job offer and a positive LMIA (an LMIA basically says that the potential employer tried and failed to find a Canadian to do the job). LMIA's are pretty hard to come by now but maybe fire engineer is an in-demand skill in Canada, I don't know.

If permanently there is probably only one option available for you

Federal skilled worker requires one or more years experience in a NOC 0/A/B occupation (I checked and it looks like fire engineer is B so qualifies for FSW). To qualify for FSW you need to score 67 points under the six selection factors

    http://www.cic.gc.ca/english/immigrate/skilled/apply-factors.asp

(again just pretend you did the English test). If you qualify under FSW then you can apply for Express Entry. There's a points calculator for that here

    http://www.canadavisa.com/comprehensive-ranking-score-calculator.html

based on your CRS score, you may/may not get an invitation to apply. If you can obtain a positive LMIA, this will add 600 points to your score and almost guarantee an ITA. Note that without the LMIA, you will need to show proof of funds, for a family of 6 this is currently CAD$28,359.

Realistically it's going to be tough to move to Canada without a job offer, so a good first move might be to try and see if you can arrange to talk to some potential employers and suss out if there's a demand for your skills in Canada.
