Why did I get charged twice?

    I paid my bill as soon as it came in a couple of months back.  I paid by BACS.  No communication received from Irish water re payment. Then last week I received a bill which is double the amount it should be. Called Irish water. Someone will ring me back.  One week on, still waiting.  Why should I have to pay for a phone call to sort out their mistake?  Such incompetence.
