Buying an imported car with no vrt

Hi all, basically, a seller has a car for sale that was imported in 06 but never registered or on the road. What would the vrt implications be on my part if purchased. Its a 98 jap import civic. Any info appreciated. I'll call vrt office next week anyways. Thanks in advance.

Go to your local VRT/NCT centre and have a chat with the staff, most are obliging with information.
