When you buy a New Car do you get the Log book straight away ? as i have to get this car straight to a NCT as a Taxi

Does the Car have to be Taxed for an Nct?

Also is the Small Spare Wheel accepted by the NCT as it is a Manufactured Component ?

When you buy a used car you don't the VRC until the change of ownership has been registered, could take about 2 weeks. If you buy a brand new car you don't get the VRC until you have taxed the car for the first time, again there'll probably be a similar delay.

Motor tax is not required for the NCT and an NCT is not required on SPSV vehicles less than 3 months old.

For the NCT a spare wheel is not a requirement for the road worthiness test so it doesn't matter if it's a full-size or space-saving type or none at all. You can't be failed for a missing or defective spare wheel though you should be advised if it's defective. However it is a fail to have a space-saving wheel fitted on any axle during the test.
For the Initial Suitability Inspection whatever the vehicle manufacturer provided to overcome a flat tyre must be present and in good order. This can be a full or space saving tyre, can of sealer, etc.
See Initial Suitability Inspection Manual at https://www.nationaltransport.ie/taxi-and-bus-licensing/taxi/taxi-forms-guides/
